Sparks Passes Stricter Laws to Combat Illegal Massage Parlors

The City of Sparks passed new laws to prevent illegal massage parlors from operating in the community. The measures, announced on Monday, expand oversight and strengthen penalties for businesses that attempt to skirt licensing rules.

Under the new rules, anyone whose massage business license was previously revoked cannot obtain a license in the future. The restriction also applies to individuals connected to the former owner by marriage or business ties.

The ordinance also prohibits massage parlors from reopening at the same location for three years after a license at that address is revoked.

Because of the law, code enforcement officials and police have greater inspection powers, with businesses that refuse an inspection risking loss of license. The new rules further prevent any owner or employee from using a massage parlor as living or sleeping quarters unless they hold a valid home occupation permit.
