SPARKS, Nev. (Dec. 18, 2025) — An anti-retail theft operation conducted in Sparks on Wednesday resulted in five arrests and one citation, according to the Sparks Police Department. The police partnered with Home Depot and Walmart to carry out a targeted enforcement effort aimed at reducing retail theft at local businesses.
During the operation, police arrested 46-year-old Austin Garner on charges of commercial burglary and possession of burglary tools. Luis Magana-Cervantes, 38, was arrested for petit larceny and an outstanding misdemeanor warrant. Elidania Rivas, 45, was taken into custody on an outstanding misdemeanor warrant.
Police also arrested 53-year-old John Hill on multiple charges, including petit larceny, obstruction of a public officer, possession of a stolen motor vehicle and stolen property, and obtaining money under false pretenses. Jack Inocelda, 61, was arrested for altering a sales receipt or inventory pricing label and for two outstanding misdemeanor warrants.
In addition to the arrests, 40-year-old David Mena-Padilla received a citation for petit larceny.
