Two Sex Offenders Arrested in Separate Nevada Cases

Two convicted sex offenders are back in custody in Nevada following separate arrests involving alleged violations of state registration and supervision requirements.

Jonas Ortiz was arrested Nov. 13, 2025, by the U.S. Marshals Service in San Francisco after authorities say he absconded from parole supervision in Nevada in May of last year. Convicted in March 1990 of sexual assault of a minor under the age of 14 and first-degree kidnapping, Ortiz received a sentence of 60 months to life in prison.

He was extradited to Nevada on Monday and is in the Washoe County Jail.

In a separate case, 61-year-old Richard Ray Richards of California was arrested Monday in Silver Springs for allegedly failing to register as a sex offender in Nevada.

According to the Lyon County Sheriff’s Office, deputies contacted Richards after receiving reports that he had been present in the Silver Springs area for more than 48 hours without registering with any law enforcement agency, as required by state law. Deputies took Richards into custody and booked him in the Lyon County Jail on one felony count of failure to register as a sex offender.
